• Allow 0 minute levels to force gas switches (see ticket:19 and ticket:20)
• Allow depths in increments of 5fsw/1msw.

Bugfixes

• Fix to VPM/B to permit legal plan. See ticket:18.
• Fixes to both ZHL16B and VPM/B to not use deco gases between levels unless manually set. See ticket:19 and ticket:20.
• Fix to VPM/B to calc offgas depth including early deco gas switch (e.g. if switching to deco gas at level for in-flight deco).
